The bureau has received reports on alien encounters of the FIRST kind. As you are aware according to Dr Hynek (project blue book) there are three levels of encounter:-

1 Visual sighting of a UFO... no evidence
                         2 Close encounter of UFO... possible landing... no contact
                          3 Close encounter of UFO... contact with the UFO or aliens

You have been requested by this department to investigate and report on at least two separate cases of a close encounter of the FIRST kind. A written report is required and also some evidence to prove you used some of the references that the department has collected for you.
